一般说来，各国警察勤务机构自上而下呈现出三个层次的结构形态：勤务规划监督机构、勤务执行机构和勤务基本单位。实际上，对警察勤务机构的研究就是对警察管理体制的研究。在构建我国警察勤务机构过程中，必须树立正确划分勤务规划监督机构与执行机构的科学理念，那种被动勤务执行方式理应摒弃，只有这样，科学的警察勤务运作模式才能确立。特别需要提出的是，科学划分警察勤务基本务单位，是警察勤务工作科学化的具体体现。
Generally speaking, the police service agencies in various countries from top to bottom present three levels of structures: service planning and supervision agencies, service enforcement agencies and service basic units. In fact, the study of police service agencies is a study of the police management system. In the process of constructing the police service organization in our country, we must establish a scientific concept of correctly dividing the service planning supervision agency and the implementing agency. The implementation of the passive service should be abandoned. Only in this way can the scientific police service operation mode be established. What needs to be put forward in particular is that scientifically dividing police service basic units is a concrete manifestation of the scientific work of police service work.
