加强农业行政执法与刑事司法衔接工作是严厉打击农业违法行为的迫切要求和重要手段。党的十八届四中全会对“两法衔接”工作提出了更新更高的要求。该文试从动物卫生领域“两法衔接”中存在的突出问题和困难入手,剖析产生问题的原因,针对性地提出完善对策及建议,以期对“两法衔接”工作有所裨益。
Strengthening the linkage between agricultural administrative law enforcement and criminal justice is an urgent requirement and an important measure to crack down on illegal agricultural activities. The Fourth Plenary Session of the 18th CPC Central Committee proposed newer and higher requirements for the work of “linking up the two laws”. The paper tries to start with the outstanding problems and difficulties existing in the field of animal health “Two Laws and Cohesions ”, analyzes the causes of the problems and puts forward the countermeasures and suggestions in a targeted manner so as to improve the work of “Two Laws Cohesion” benefit.
