本文认为,适应新的需要,加强行政伦理的构建,是建设中国特色社会现代化的重要保障。既然行政伦理是调整行政主体在一定的行政制度下,通过行政活动所产生的各种利益关系的行为规范体系,那么,中国社会现代化进程中的行政伦理的建设应当体现行政活动主体和行政制度两个基本方面。在社会现代化背景下,行政伦理建设的基本原则应包括:政治原则、公平原则、廉政原则、勤政原则、效率原则、法治原则。
This article argues that to adapt to the new needs and to strengthen the construction of administrative ethics is an important guarantee for building social modernization with Chinese characteristics. Since administrative ethics is a code of conduct system for adjusting the various interest relations that administrative entities generate through administrative activities under certain administrative systems, the construction of administrative ethics in the process of social modernization in China should reflect both the main body of administrative activities and the two administrative systems A basic aspect. Under the background of social modernization, the basic principles for the construction of administrative ethics should include: political principles, fair principles, clean government principles, diligent political principles, efficiency principles and the rule of law.
