项目评估可以帮助分析科研活动的效率及作用,从而提高科研项目的质量和效益,评估也为领导进一步的决策提供了科学的依据。近十多年以来,项目评估在科研管理方面起了举足轻重的作用,愈来愈多地成为制订科研发展战略的重要工具和实现科研大纲的辅助手段。为此,西德对本国的各类科研大纲和项目均采用评估制度,下面着重介绍西德的国际科技合作评估活动。
Project evaluation can help to analyze the efficiency and effect of research activities, so as to improve the quality and effectiveness of research projects. The assessment also provides a scientific basis for leading further decision-making. In recent ten years, project evaluation has played a decisive role in the management of scientific research. It has increasingly become an important tool in formulating scientific research and development strategies and an aid to the realization of scientific research programs. To this end, West Germany adopted an evaluation system for various research programs and projects in its own country. The following highlights the international cooperation in science and technology assessment in West Germany.
