随着东盟各国新玩具安全标准及标签法规相继出台,中国向东盟出口玩具的技术性门槛逐年提高。继前两年新加坡、马来西亚、越南先后颁布或更新玩具安全标准及标签法规之后,2013年4月印度尼西亚颁布了新条例,规定了儿童玩具的印尼标准(SNI)和技术规范以及产品的包装和标签的要求,该条例已于2013年10月2日生效;2013年9月3日,菲律宾颁布了《2013年菲律宾玩具和游戏用品安全法案》,该法案已于2013年9月18日生效。这些东盟国家的玩具安全标准基本采纳了国际标准,标签要求更加规范和具体。
ASEAN countries with new toy safety standards and labeling regulations have been introduced, the technical barriers to China’s export of toys to ASEAN increased year by year. Following the promulgation or update of toy safety standards and labeling regulations in the previous two years in Singapore, Malaysia and Vietnam, in April 2013, Indonesia enacted a new regulation setting out the Indonesian Standards (SNI) and technical specifications for children’s toys as well as the packaging and labeling of the products The Ordinance came into effect on October 2, 2013; on September 3, 2013, the Philippines promulgated the Philippine Toys and Games Safety Act 2013, which entered into force on September 18, 2013. These ASEAN countries have basically adopted the international standards for toy safety standards, labeling requirements more standardized and specific.
