组织报刊发行,及时把党的路线方针政策传达到广大干部群众中去,是党的思想政治工作的重要内容。多年来全省在报刊发行上做得是好的。但是近几年来有些部门办的报刊也存在发行过多过滥的问题,广大基层干部群众对此强烈不满。如有的部门和单位层层下达指标,不完成任务不评先进,不完成任务项目难批;有的部门和单位利用手中权力,搞搭配,你找我办事,必须搭订报刊;有的部门和单位明知内部资料性报刊不能征订发行,但仍坚持收费发行,个别的甚至找下属单位强行收取赞(资)助费。这些做法严重影响了党和政府的形象,增加了基层干部群众的负担,搞坏了党的风气,在这次“三讲”教育中,必须做到边整边改,快整快改。为了下大力加以整治报刊发行中存在的种种问题,经省委、省政府同意,现作出如下通知:
