港口国履约一直是国际海事公约得以顺利实施的有效方式.通过分析目前港口国检查官适任能力方面存在的不足,提出如何通过消除低标准的港口国检查官来强化港口国履约能力.
The implementation of port state has always been an effective way for the smooth implementation of the international maritime conventions.Through the analysis of the existing shortage of port state prosecutor competence, this paper proposes how to strengthen the port state ’s ability to perform by eliminating a low standard of port state prosecutors.
