高速公路投融资体制改革的实施,有力地推动了我国高速公路的建设和发展进程。本文以四川省为例,回顾了区域高速公路投融资体制改革的历程,分析了高速公路投资建设运营与宏观经济影响的各种指标的变化情况及未来发展趋势,并应用数据包络分析(DEA)方法及C2R模型对区域高速公路的投资效果进行评价,取得了较好的效果,为推进高速公路投融资体制改革进程提供了决策参考依据。
The implementation of the system of investment and financing of expressways has effectively promoted the process of construction and development of the expressways in our country. Taking Sichuan Province as an example, this paper reviews the history of the reform of the investment and financing system of regional expressways, analyzes the changes and future trends of various indicators of the investment, construction, operation and macroeconomic impacts of expressways. By using data envelopment analysis (DEA) ) Method and the C2R model to evaluate the investment effect of the expressway in the region, and achieved good results, which provides a reference for decision-making in promoting the reform of the investment and financing system in the expressway.
