党的十六届四中全会对全党提出要不断加强党的执政能力建设和“构建社会主义和谐社会”的执政理念。检察机关落实加强党的执政能力建设和构建社会主义和谐社会的要求,必须树立和落实科学发展观,着力提高法律监督能力,全面履行法律监督职责,维护社会公平正义,适应时代的新发展,反映社会的新要求。
