年初,国防科工委栾恩杰副主任对国防科技工业标准化工作发表了一系列讲话,涉及了许多方面,其中有关研制过程的规范化问题,讲得非常深刻、非常中肯,不但分析了我们在型号研制中的不足,还明确阐述了标准化在型号研制中的地位和作用,更为开展标准化工作的改革和拓宽标准化的范畴指明了方向。本文围绕加强研制过程的规范化和拓展标准化工作领域谈谈认识。1 型号研制需要规范化按照原国防科工委1990年发布的《武器装备研制的标准化工作规定》(以下简称《规定》),所有在研型号都应当建立标准化工作系统,开展必要的标准化活动,来规范型号研制工作;同时为型号研制提供
At the beginning of this year, Deputy Director of CNNIC Luan Enjie delivered a series of speeches on the standardization of national defense science and technology industry, covering many aspects. He not only analyzed what we did in model development , But also clearly stated the status and role of standardization in model development. This article focuses on strengthening the standardization of the development process and expanding the field of standardization work to understand. 1 Model Development Needs Standardization According to the “Regulations on the Standardization of Weaponry Development” (hereinafter referred to as the “Provisions”) promulgated by the former State Commission for Science, Technology, Industry and Industry for National Defense in 1990, all standardization work systems should be established in all research models and the necessary standardization activities should be carried out to Standard model development work; also provide for model development
