目前我国铁路建设整体投资规模小,融资方式单一和管理体制的问题,制约了固有资本对社会资金的引导和带动作用,影响了融资渠道和方式。因此,铁路必须改革原有的融资体制,积极从立法上寻求突破与对策。铁路融资体制改革要建立多元化、开放式、市场化的铁路融资制度。文章从铁路建设融资的现状、问题以及相应对策等方面对铁路建设融资做简单的分析。
At present, the overall investment scale, the single mode of financing and the management system of China’s railway construction have restricted the guiding and leading role of the natural capital to the social capital and affected the financing channels and methods. Therefore, the railway must reform the original financing system and actively seek breakthrough and countermeasures from the legislation. Railway financing system reform should establish a diversified, open and market-oriented railway financing system. This article makes a simple analysis on the financing of railway construction from the aspects of the status quo, problems and corresponding countermeasures of railway construction financing.
