生态文明建设是中国特色社会主义“五位一体”发展战略之一,长江经济带是目前世界上可开发规模最大、影响范围最广的内河流域经济带。国务院9月份印发的《关于依托黄金水道推动长江经济带发展的指导意见》(国发〔2014〕39号),部署将长江经济带建设成为生态文明建设的先行示范带。李克强总理指出:“长江生态安全关系全局,要按照科学发展的要求,处理好发展和保护的关系,避免产业转移带来污染转移。”
The construction of ecological civilization is one of the “Five in One” development strategies of socialism with Chinese characteristics. The Yangtze River Economic Belt is an inland river basin economic belt with the largest scale and the most extensive influence currently in the world. The State Council issued the Guiding Opinions on Promoting the Development of the Yangtze River Economic Belt Relying on the Golden Waterways (Guo Fa [2014] No. 39) issued by the State Council in September and set forth to build the Yangtze River Economic Belt into a precursor demonstration zone for ecological civilization construction. Premier Li Keqiang pointed out: “In the overall context of the ecological security in the Yangtze River, we should properly handle the relationship between development and protection in accordance with the requirements of scientific development so as to avoid the transfer of pollution caused by industrial transfer.”
