1995年5月31日,国家国有资产管理局、建设部、财政部联合发布了《关 于加强出售国有住房资产管理的暂行规定》(以下简称《暂行规定》)。 《暂行规定》是《国务院关于深化城镇住房制度改革的决定》(国发[1994]43号)的一项重要配套文件,它的发布对于规范国有住房出售行为,加强国有住房出售过程中的国有资产管理工作和出售收入收缴管理工作,防止低价出售国有住房;建立与社会主义市场经济体制相适应的新的城镇住房制度,实现住房商品化、社会化,将起到十分重要的作用。现将该《暂行规定》的有关情况说明如下:
On May 31, 1995, the State-owned Assets Supervision and Administration Commission, the Ministry of Construction and the Ministry of Finance jointly promulgated the Provisional Regulations on Strengthening the Administration of the Sale of State-owned Housing Assets (hereinafter referred to as “Interim Provisions”). The Interim Provisions is an important supporting document of the State Council’s Decision on Deepening the Reform of Urban Housing System (Guo Fa [1994] No. 43). Its promulgation is of great significance to regulating the sale of state-owned housing and strengthening the state-owned Asset management and sales revenue collection and management work to prevent the sale of state-owned housing at a low price. It will play an important role in establishing a new urban housing system that is compatible with the socialist market economic system and realizing the commercialization and socialization of housing.
