十月十九日江苏省水利学会水文专业委员会与水电部南京水文所、河海大学水资源水文系联合邀请美国气象局水文处专家E.M.汉生作美国用于设计洪水的可能最大降水的学术报告。美国水文计算中使用可能最大降水方法已近五十年,除了非山区的水汽放大、移置、外包等传统方法外、近十年还发展了一些新方法,着重山区可能最大降水的研究。关于可能最大降水的概率问题,美国最近有两个国家委员会从事这方面的研究。一个委员会的结论是,
October 19 Hydrological Commission of Jiangsu Water Conservancy Society and Nanjing Hydrology Department of Ministry of Water Resources and Hydrology and Hydrology of Hohai University jointly invited Prof. EM Han, Department of Hydrology, US Meteorological Administration to make an academic report on the possible maximum precipitation in the United States for design floods . Nearly 50 years have been used to calculate the maximum precipitation in hydrological calculations in the United States. In addition to the traditional methods such as water vapor amplification, displacement and outsourcing in non-mountainous areas, some new methods have been developed in recent ten years, focusing on the research on the possible maximum precipitation in the mountainous areas. In the United States, two national committees have recently conducted research in this area on the probabilities of probable maximum precipitation. One committee concluded that,
