1759年清代统一新疆后,为加强对这个多民族地区的统辖,针对新疆特有的民族、宗教与文化,清政府制定了《钦定回疆则例》,它是一部涵盖行政、军事、宗教事务管理、经济贸易管理等诸多内容的综合性法规。《钦定回疆则例》以遵循国家法制统一、因俗而制、适时修例为立法原则,在适用对象、性质、内容等方面具有突出的特点。在清朝统治新疆时期为边疆稳定、国家统一发挥了重要的作用。
In 1759, after the reunification of Xinjiang in the Qing Dynasty, in order to strengthen its jurisdiction over this multi-ethnic area, the Qing government formulated the “Order of Khmer Rouge in Xinjiang” in response to the unique nationalities, religions and cultures in Xinjiang.
