江泽民同志在十六大报告中特别强调“创新”二字。报告在总结十五大以来的五年工作时,指出这五年“是我们高举邓小平理论伟大旗帜不断开拓创新的五年”;在总结十三届四中全会以来十三年伟大实践的基本经验时,第一条就是“坚持以邓小平理论为指导,不断推进理论创新”;报告还向党员干部特别是高中级干部提出一个明确要求,就是要带头“成为勤奋学习、善于思考的模范,解放思想、与时俱进的模范,勇于实践、锐意创新的模范。”报告通篇20余处强调“创新”,蕴涵深意,催人奋进,耐人寻味。
