基于行为安全模型对2006年一起重大煤与瓦斯突出事故进行研究。通过对相关人员不安全动作的分析进一步得到了事故发生的习惯原因、组织行为原因和组织文化原因,并得出组织行为错误(作业规程存在问题)是该起事故发生的主导原因。最后根据分析结果提出了加强安全文化建设、提高各级人员安全意识、训练作业人员安全作业习惯等预防措施。
Based on the behavioral safety model, a major coal and gas outburst accident in 2006 was studied. Through the analysis of the unsafe actions of related personnel, the habitual reasons, the organizational behavior reasons and the organizational cultural reasons of the accidents were also obtained, and the organizational behavior error (the existence of operational procedures) was the leading cause of the accident. Finally, based on the analysis results, we put forward preventive measures such as strengthening safety culture, improving safety awareness of all levels of personnel and training safe working habits of workers.
