近日,国务院办公厅发出关于完善集体林权制度的意见(以下简称“意见”)。意见提出的基本原则为,坚持农村林地集体所有制,巩固集体林地家庭承包基础性地位,加强农民财产权益保护;坚持创新体制机制,拓展和完善林地经营权能,构建现代林业产权制度;坚持生态、经济和社会效益相统一,开发利用集体林业多种功能,实现增绿、增质和增效;坚持发挥市场在资源配置中的决定性作用和更好发挥政府作用,充分调动社会资本发展林业的积极性,增强林业发展活力。
