话语权可以区分为话语权利和话语权力。随着互联网的不断普及,技术不断完善,公共话语权也借助互联网而蓬勃发展。但是,公共话语权的不平等问题,不可能随互联网的使用而消失。因为强势群体与弱势群体处于不同的知识、技术、设施条件下,强势群体在网络空间中依然强势,数字鸿沟不是在弥合,而是在不断拓宽。
The right to speak can be divided into the right to speak and the right to speak. With the continuous popularization of the Internet and continuous improvement of technology, the power of public discourse has also been booming with the help of the Internet. However, the issue of inequality in the right to speak of the public can not disappear with the use of the Internet.
