各省、自治区、直辖市高级人民法院、人民检察院、公安厅(局)、邮电管理局、工商行政管理局: 近几年来,盗用长途电话帐号、偷接他人电话线路以及盗用移动电话码号、非法并机等违法犯罪活动猖獗,其发案范围很广,危害后果很大,不仅给国家和用户造成重大经济损失,而且直接危害通信安全畅通。为了维护国家和用户利益,维护通信的正常秩序,确保通信的畅通,必须严厉打击盗用电话码
