On December 2, 1996, the State Council issued the Order No. 206 of the State Council on the “Regulations on the Implementation of the Quarantine Law of Entry and Exit Animals and Plants of the People’s Republic of China”. The “Regulations” includes ten chapters including general principles, quarantine examination and approval, entry quarantine, exit quarantine, transit quarantine, carriage, quarantine of mail products, transportation quarantine, quarantine supervision, legal responsibility, and supplementary regulations.
