1980年4月28日—29日非统组织在尼日利亚首都拉各斯召开的首脑会议的一次特别会议上通过了《拉各斯行动计划》。其内容概述如下。第一章粮食与农业这一章开头概述了非洲粮食形势的严重性,痛惜非洲日渐依赖粮食进口,并指出,“各国政府一般都没有优先发展农业”。计划文件呼吁给农业调拨更多资金,并进行“社会制度的根本性改造”。但这并不是指土地占有形式或扶植的重点是小农还是大农场,而是指农业生产体系应适合各国的实际情况。
April 28-29, 1980 OAU adopted the Lagos Action Plan at a special meeting of the summit held in Lagos, capital of Nigeria. Its contents are summarized as follows. Chapter I The chapter on food and agriculture begins with an overview of the gravity of the food situation in Africa, deploring Africa’s increasing dependence on food imports and noting that “Governments generally do not give priority to agriculture.” The plan document calls for more funds for agriculture and “fundamental transformation of the social system.” However, this does not mean that the form of land ownership or the focus of its support are small farmers or large farms. Rather, it means that the agricultural production system should be suitable for the actual conditions in each country.
