2003年1月26目,在天津大礼堂庄严的讲台上, 民进天津市委会副主委孙惠玲正在做《我市中小学生身体机能和健康下降问题不容忽视》的市政协十届一次大会发言。委员们认真聆听,戴相龙市长在仔细记录着。孙主委的发言刚刚结束,会场响起了一片热烈持久的掌声。戴市长在他的讲话中首先肯定了民进的发言, 他说,民进提出的天津市中小学生健康问题的建议很好、很重要,我要亲自办,也要亲自过问。民进天津市委会的发言轰动了市政协大会,成了戴市长亲自促办的市政府重要提案。
