据中南总工会筹备委员会转来南昌市总工会报告:略以自解放以后,各公私营企业工厂中,经常有省级和市级的中共党委、财委、青委、妇联、中苏友协、省总工会及各报社与有关团体,未通知市总工会,即直接至各工厂进行各种试典工作。布置任务,要各种材料,找工会干部、工人,劳动模范谈话。并召集会议等,使下面干部,感到多头领导,整天忙于应付谈话,参加会议,不能有计划有系统的进行工作:在工人方面,除每天进行九小时工作外,还要学习文化、政治和技术,并进行工会、青委、青年团、妇联、中苏友协所布置的各种活动,已相当疲劳,得不到适当休息,如果再加上这些应付调查者谈话,更会影响工人健康,等情。这种情况,不仅是南昌一地,其他各城市,也是同样存在的;不加改变,不但工作做不好,且会脱离工人群众及所有的积极份子,并使生产工作受到损害。为此决定:一、上级政府、党委、工会、青委、妇联、青年团、中苏友协必须在工厂中布置或检查有关工作,与了解情况时,应分清缓急先后,不必要的布置、探访和检查,应尽量避免:真正系检查工作,而非泛泛的调查活动,应与当地工会取得联系,到厂后经过内总的领导组织,在统一计划下安排活动时间,不得单独无计划的分散活动。
