针对西部大开发战略实施中,某些干部、群众对西部生态环境建设地位和作用存在的模糊认识,一一进行了辨析,指出了其错误或认识不足的根源。强调认为:西部生态环境建设不是与西部地区的经济发展“不能兼得”,而是相辅相成、密不可分;不是“发展是硬道理”这一命题之外的内容,而是其题中应有之义;不是可以慢慢来的事情,而是必须在西部开发中首先研究解决的重大问题。
In the light of the ambiguous understanding of the position and role of some cadres and the masses in the construction of the western ecological environment in the implementation of the strategy for the grand development of the western region, they have carried out the discrimination one by one and pointed out the root causes of their mistakes or lack of understanding. It is emphasized that the construction of the ecological environment in the western part of China is not “incompatible” with the economic development in the western region but is mutually reinforcing and inseparable. It is not something other than the proposition that “development is the absolute principle” It is not a matter that can be done slowly, but a major issue that must first be studied and solved in the development of the western region.
