治淮的任务 坚持“蓄泄兼筹”的治理方针,近期以泄为主,90年代淮河治理的主要工程建设任务是:加强山丘区水利建设,搞好水土保持;完成病险水库除险加固;修建板桥、石漫滩等重点水库;扩大和整治淮河上中游干流的泄洪通道;加强行蓄洪区建设;兴建怀洪新河;疏通和加固入江水道;续建分淮入沂工程;加固洪泽湖大堤;建设临淮岗工程;建设入海水道;续建沂沭泗河洪水东调南下工程;治理包浍河、奎睢河、汾泉河、洪汝河、涡河、沙颖河;进行湖洼易涝地区配套工程建设。
