随着党的十六届四中全会的召开,加强党的执政能力建设,已成为全党和全民热烈讨论的话题。具体到每个领导干部,党的执政能力表现为领导能力。有“六看”。一看拍板、决策的“准确度”。看一看在自己执政这几年,出台了哪些政策,决定了哪些大事,下发了哪些文件,其中有多少得到了积极的响应和拥护,有多少遇到很大的困难和阻力,乃至迟迟不能落实。而那些遇到抵触和不能落实的部分,就是自己的差距。
