目前,全国的经济形势很好。“双增双节”运动已经全面展开,各种形式的承包经营责任制正在普遍推行,工业生产持续增长,商品流通不断扩大,财政收入增加。但是,财经纪律松弛,有法不依,有章不循,任意侵占国家收入的问题,相当严重,有些方面甚至愈演愈烈,已经成为妨碍改革,影响经济发展的一个突出问题。因此,国务院决定,今年继续在全国范围内开展税收、财务、物价大检查是非常适时,十分必要的。开展这次大检查的根本目的,就是要严肃法纪,维护国家财经纪律,检查纠正经济领域的各种违法乱纪问题,巩固和发展大好形势,为改革和建设创造一个良好的社会经济环境。为了达到这个目的,更好地完成今年税收、财务、物价大检查的各项任务,在今年的大检查中要注意做好以下几项工作:
At present, the economic situation in the country is very good. The campaign of “Double-Increasing and Double-Sharing” has been launched in an all-round way. Various forms of contracting management responsibility system are being implemented universally, industrial production continues to grow, commodity circulation is expanding and fiscal revenue is increasing. However, the problem of slackening financial laws and regulations, not following the law, not following the rules, and arbitrarily encroaching on state revenues has become rather serious. Some areas have even become increasingly fierce. This has become a prominent issue that hinders the reform and affects economic development. Therefore, the State Council decided that it will be very timely and necessary to continue conducting a large-scale inspection of tax revenue, finance and prices this year across the country. The fundamental purpose of carrying out this grand inspection is to strictly abide by the law and discipline, safeguard the national financial and economic discipline, check and rectify various violations of laws in the economic field, consolidate and develop the excellent situation and create a favorable social and economic environment for the reform and construction. In order to achieve this goal, we will better accomplish the tasks of conducting a large inspection of taxes, financial affairs and prices this year. We should pay attention to the following tasks in this year’s grand inspection:
