国有医院职工住房紧张是长期存在且始终未能很好解决的一大难题,严重影响广大医务人员的工作情绪。改革开放以来,医院规模不断扩大,职工人数逐年增加,但住房建设资金的补偿机制却很不健全,以致这方面的“欠帐”越积越多。以我院为例,从1984年到1994年的10年间,编制病床增加280张,各类人员新增360名,而新建住房仅81套,减去拆迁户原有旧房数,实际净增数尚不足60套。许多职工是“三代同堂住,三口一间房,结婚没地方”,人均居住面积在4~7平方
The shortage of housing for employees in state-owned hospitals is a major problem that has existed for a long time and has not been well resolved, and has seriously affected the working mood of medical workers. Since the reform and opening up, the scale of hospitals has been continuously expanding, and the number of employees has been increasing year by year. However, the compensation mechanism for housing construction funds is very imperfect, and thus the “debts” in this area have accumulated. Taking our hospital as an example, during the 10 years from 1984 to 1994, the number of hospital beds increased by 280 and the number of new employees increased by 360, while the number of newly-built houses was only 81, minus the original number of existing houses for the relocated households, and the actual net increase. The number is still less than 60 sets. Many employees are “three generations living together, three rooms, and no place for marriage.” The average living area is 4 to 7 square meters.
