1985年,我国发现第一例艾滋病病例。2001年,中央财政艾滋病防治专项经费由原来的每年1500万元增加到1亿元,投资12.5亿元国债,地方配套10亿元用于加强中西部地区血站基础建设和设备建设,改建血站血库459个;2002年,我国实现了部分抗毒治疗药物的国产化;2003年,国家在5个省(区)开展了对吸毒者的美沙酮替代治疗法的试点工作;2004年,中央财政投入4.7亿元用于艾滋病的防治。可以说,在中国没有一个病像艾滋病这样国家投入了这么多钱。但当2004年联合国驻华机构公布,中国艾滋病病毒感染者约84万人,感染人数在亚洲位居第2位,在全球居第14位时,有媒体引用专家的话说,“目前艾滋病对中国社会经济的影响已不再是假设和猜想,而是活生生出现和发生在现实生活中。我们应把艾滋病问题上升到国家安全的角度来认识。”而另一方面,清华大学当代中国研究中心教授李楯指出,我们现在形成一种艾滋病产业,出现了许多吃艾滋病饭的人和利益集团,为了获得某种利益,他们有意或者无意地误导了国家或者公众,有意无意地扩大或者不恰当地宣传艾滋病所造成的风险和危害,而忽视了其根本的内容。多年的防止和阻击,我们弄明白艾滋病到底是什么了吗?它给个人和家庭带来毁灭性打击时,给国家造成了多大影响?它真的严重影响我国国民经济,影响我国奔小康吗?我们投入这么多的资金找到了问题的关键了吗?我们的行动有多少是理性的, 又有多少是盲目的?站在公共卫生管理层面,艾滋病和SARS暴露的问题有无共同之处?这种种问题不弄清楚,不告之大家,人们就有理由追问。

In order to obtain some benefits, they consciously or unconsciously mislead the state or the public to intentionally or unintentionally expand or inappropriately publicize AIDS risk and harm caused, while ignoring its fundamental content. After many years of prevention and retaliation, have we figured out what AIDS really is? How much impact it has on the country when it brings devastating blows to individuals and families? Does it really affect our national economy and affect our well-being? How much of our actions are rational and how many are blind? Are there any commonalities between HIV and SARS exposure at the public health management level? All sorts of questions do not make it clear, do not tell everyone, people have reason to question.
