自从党中央提出钢铁大跃进的雄伟计划之后,全民办钢铁风起云涌,全国范围内有数以千计的不同容量的转炉投入生产。但各地新转炉车间投入生产,都碰到了不少困难,有的厂较长时间生产未能正常,以至个别同志根本怀疑转炉能否正常生产。其实一个由80-90%从来没有炼钢经验的新工人所组成的车间(少数老工人也只是实习几个月的转炉生产),加以设计、设备制造和施工安装没有很多经验,一开工就要求正常生产是不可能
Since the party Central Committee put forward the grand plan of the great leap forward in the steel industry, the state-owned steel industry has surged and thousands of converters with different capacities have been put into production nationwide. However, all the new converter workshops were put into production. All of them encountered many difficulties. Some factories failed to produce properly for a long time, and some comrades simply did not suspect that the converter could produce normally. In fact, a workshop consisting of 80-90% of new workers who have never had the experience of steelmaking (a few old workers are also only going to practice for a few months in a converter) have little experience in design, equipment manufacture and construction and installation. Normal production is impossible
