柳斌杰男,1948年9月生,陕西长武人。1968年4月参加工作,1971年8月加入中国共产党。北京师范大学外国问题研究所西方经济学专业和中国社会科学院研究生院哲学系马克思主义认识论专业研究生毕业,1981年获硕士学位,教授,高级经济师,博士生导师。1968年～1978年在冶金部白银公司任工人、工长、党委常委、副矿长等职,1981年～1994年在共青团中央任团中央常委、宣传部长等职,1995年任四川省人民政府党组成员、省长助理、秘书长,1999年10月任中共四川省委常委、省政府秘书长、宣传部部长。2002年4月任新闻出版总署党组成员、副署长,2006年11月任新闻出版总署党组副书记,2007年4月任新闻出版总署党组书记、署长,国家版权局局长。

In April 2002, he was appointed as the member and deputy director of the Party Committee of Press and Publication Administration. In November 2006, he served as the deputy secretary of the Party Committee of the Press and Publication Administration. In April 2007, he served as party secretary, director and director of the State Copyright Administration of Press and Publication Administration.
