独立性标准是西方一些国家通过企业之间的法人持股比例来认定中小企业的一个定性指标。目前,我国市场发育已经到了一个新的阶段,股权关系已经成为市场主体之间的一种基本经济关系。但我国在中小企业认定中仍缺乏独立性标准,为大企业所控股的中小企业就会和其他缺乏类似支撑的中小企业争夺竞争性的优惠政策,使国家对中小企业特定的优惠政策可能通过这些被控股的中小企业流向大型企业。作者从北京某区464个承担中小企业创新基金的项目中随机抽取60个样本,考察了独立性标准欠缺的情况下的政策执行状况及改进建议。
The standard of independence is a qualitative indicator that some countries in the West identify small and medium-sized enterprises through the proportion of legal person shares held by enterprises. At present, the market development in our country has reached a new stage. The ownership relationship has become a basic economic relationship among market players. However, our country still lacks the standard of independence in SME certification. As a result, SMEs controlled by large enterprises will compete for competitive preferential policies with other SMEs lacking similar support so that the state-specific preferential policies for SMEs may pass these SMEs controlled by the flow of large enterprises. The author randomly selected 60 samples from 464 SMEs innovation funds in a certain area of Beijing and examined the status of implementation of policies and suggestions for improvement in the absence of independence standards.
