21世纪中国最为稀缺的自然资源很可能是水资源 ,它将成为制约国民经济发展的最大瓶颈。为了保持国民经济持续、快速、健康发展 ,应采取以下措施实现水资源的可持续利用 :( 1)完善流域管理体制 ,推行水资源一体化管理 ;( 2 )深化水权制度改革 ,在利益补偿的基础上建立流域水权“准市场” ;( 3 )建立市场化水价体系 ,倡导基层用水户的自治管理。
In the 21st century, China’s scarce natural resources are likely to be water resources, which will become the biggest bottleneck that restricts the development of the national economy. In order to maintain the sustained, rapid and healthy development of the national economy, the following measures should be taken to realize the sustainable utilization of water resources: (1) improve the river basin management system and promote the integrated management of water resources; (2) deepen the reform of the water rights system, Based on the establishment of watershed water right “quasi-market”; (3) the establishment of market-oriented water pricing system, advocating grassroots water users self-management.
