党建新同志: 你提到的关于美国奥斯卡奖的诸多问题是比较复杂的,很难作出准确的、有权威性的解答。不过我想可否作为一种讨论,谈一谈个人的看法。首先,奥斯卡奖是美国国内的一种电影评奖活动,而且是专家评奖,并不是国际电影节,因此不能简单地说它是电影奖之最。但有两点还是应该肯定的:首先它举办得较早(1927年开始),已有五十五年的历史;其次是评奖项目最多。虽然它主要是本国影片的评奖活动,但到40年代以后,就增加了“外国语片奖”,所以有些国家的影片也参加奥斯卡“外国语片奖”的角逐。另外,英国影片曾有三次获得奥斯卡奖,但并不作为“外国语片”对待,因为美国也讲英语。

However, I would like to talk about personal opinions as a kind of discussion. First of all, the Oscars are a kind of film awards in the United States. They are awards of experts and not of international festivals. Therefore, it can not be said that it is the most movie award. But there are two things that should be affirmed: Firstly, it was held earlier (beginning in 1927) and has been in existence for 55 years; followed by the most awards. Although it is mainly a national film awarding activity, it added the Foreign Language Film Award after the 1940s, so some countries also participated in the Oscars Foreign Language Film Awards.
