近几年,我地区乡镇企业发展很快,到1995年全地区共有21809个乡镇企业,职工总人数达到42116人,年产值6.3亿元,固定资产2.881亿元(90年不变价),分别比1990年增长136.6%、284%、271%。总产值占全地区国民生产总值的26.65%。乡镇企业对全地区国民经济的发展起到了重要作用。随着乡镇企业的日益壮大,逐渐暴露出一些影响发展的问题,如人才、资产流失严重,产品科技含量低,缺乏市场竞争力,企业效益低下,亏损严重,分配与积累不合理,还有个别重点企业出现资不抵债、濒临破产的边缘。其主要原因是没有充分发挥科技进
