档案是人类社会活动的真实记录,档案管理作为管理性质的工作其目的就是为了利用,尤其在《档案法》以法律条文的形式作出开放档案的规定以来,社会公众对档案的利用范围愈来愈广泛,形式也越来越多样化。所以利用工作是直接体现档案事业社会职能的一项工作。而如何健全档案利用服务体系,满足广大档案用户对档案资源利用的需求,使档案工作进一步适应时代发展要求,更好地服务于经济社会建设,是我们档案工作者面前的一道重要课题。
