灌河位于江苏省东北部,是江苏省长江以北地区唯一没有临海建闸的天然通海河流。它西起灌南县北与盐河交汇处,循武障河东流经三岔、大念口、响水港(即响水镇,是响水县城所在地)、双港、抵陈家港,再折北至燕尾港入海,全长70余公里。目前灌河流域的灌南、响水、灌云、沭阳、滨海等县属经济欠发达地区,经济发展水平落后于苏中地区(长江以北淮河以南地区),人均收入低于全国、全省的平均水平。开发灌河,充分利用灌河的港口资源、水资源和河海直达的水运条件,发展流域经济,形成苏北地区的工业走廊,就能够彻底地改变这一地区的贫穷落后面貌。 灌河优越的自然条件 灌河属淮、沂水系,上承沂南河、柴米河、盐河、南六塘河、北六塘河等来水下注入海。灌河又为感潮河流,潮头可远达盐河察宫,每天二涨二落.潮差一般3～4米,涨潮与落潮流量相近,大进大出,且主向与航道走向一致。灌河河性比较稳定,河床横向摆动幅度很小,除三岔至一帆河口,河道曲度较大,有一定淤积外,响水港以东至燕尾港间约40余公里,主航道宽直,河面宽250～1250米,枯水期水深5～9
