一、增强社区意识,确立社区党建工作新思路 街道党建转向社区党建,是党的基层组织建没与体制转轨、社会转型相适应的结果,代表着一种方向和趋势,因而也是一种战略性举措。社区党组织要注意发挥“三个作用”:政治上的引导作用,组织上的保证作用,工作上的服务作用。在功能定位上具备“三大功能”:对社区重大问题的决策指导功能,对社区管理的组织协调功能,对社区党员干部居民群众的教育管理和服务功能,在实现形式上达到“三个转向”:树立区域观念,坚持立足社区,由所属管理转向属地管理;树立合力观念,坚持资源共享,由自己抓转向大家共同抓;树立务
