1992年是执行工会经审工作五年规划的第二年,应按规划的要求,着重抓好以下几项工作: 一、进一步加强对本级经费的审查监督。今年一季度召开全总十一届经审会第八次全会,做好审查1991年全总收支决算和1992年预算工作,听取全总兴办和发展事业的有关情况报告,提出审查意见和建议。并按照《关于全总本级经费审查监督工作的若干规定》,逐步使本级监督审查工作走上经常化、规范化、程序化的轨道。在编制1992年预算中,对收入要算准打足,有利于调动收缴经费的积极性。支出上,要充分考虑国家财政经济的困难状况,考虑水灾后企业恢复和发展生产时工会重点工作的需要,一切从严、从紧掌握。要严格控制基本建设投资、控制社会集团购买力和机关行政费用支出,精简会议,不转嫁负担,把有限的经费用于为发展工运事业,为职工群众服务。要坚决执行中办
