在乡镇企业的所谓“体制优势”只是相对于 90年代中期以前计划经济束缚下的国有企业和“短缺经济”的市场环境而存在的。随着社会主义市场经济体制的建立和市场环境的转变 ,乡镇企业原有的“体制优势”正在转化为劣势。乡镇企业原有产权制度的弊端已成为乡镇企业进一步发展的主要障碍。乡镇企业产权制度改革的核心是要实现政企分开和明晰各经济主体的产权边界。
The so-called “institutional superiority” in TVEs only exists relative to the state-owned enterprises and the “shortage economy” market environment that were constrained by the planned economy before the mid-1990s. With the establishment of a socialist market economic system and the changing market environment, the original “institutional advantages” of township and village enterprises are being transformed into disadvantages. The drawbacks of the original ownership system of township and village enterprises have become the major obstacle to the further development of township and village enterprises. The core of the reform of property right system in township enterprises is to separate government administration from enterprise ownership and clarify the property rights boundaries of all economic entities.
