１９９８年大庆电力总公司通过采用新技术、新设备和加强老设备的技术改造，加大对化工区供电可靠性的管理，以及加强对油田电网自发电的管理等一系列技术和管理措施，使电网的可靠性，运行的经济性都有很大提高，取得很好经济效益。１９９９年大庆油田电力总公司根据黑龙江省电力市场管理模式和政策的变化，为进一步降低油田生产成本，又提出油田热电力技术改造项目等４项重点工作中存在的问题及对策。
In 1998, Daqing Electric Power Corporation adopted a series of technical and management measures such as the introduction of new technologies and new equipment, and the technical renovation of old equipment to strengthen the management of power supply reliability in chemical areas and the management of self-generation of oilfield power grids. The reliability of the power grid and the economy of operation all have greatly improved and achieved good economic benefits. In 1999, Daqing Oilfield Electric Power Corporation put forward the problems and countermeasures in 4 key projects of thermoelectric power project of oilfield in order to further reduce the production cost of oilfields according to the changes of power market management mode and policies in Heilongjiang Province.
