重情报调研而轻文献工作,是当前较为普遍的倾向。我认为:情报工作的重点,必须从情报调研转移到文献工作上。这是因为: 第一、文献工作是情报研究的基础和先决条件。文献目前在国内外仍然是情报的主要载体。文献工作质量的好坏、速度的快慢、效率的高低、在很大程度上决定着情报研究工作的质量、速度和效率。文献工作搞得好的国家或单位,情报研究工作一般也搞得好。而文献工作搞得差的国家或单位,其情报研究工作多半也难以搞好,这似乎是一般规律。
Heavy intelligence research and light documentary work, is currently the more common tendencies. In my opinion, the focus of intelligence work must shift from intelligence research to literature work. This is because: First, documentary work is the foundation and prerequisite for intelligence research. The literature is still the main carrier of intelligence at home and abroad. The quality of literature work, speed and efficiency, to a large extent determine the quality of information research work, speed and efficiency. Literature work well done countries or units, intelligence research work generally well done. For the countries or units that made poor literature work, most of the intelligence research work is hard to do well. This seems to be the general law.
