到今年7月1目止,我国第一部《商业银行法》颁布实施已经两周年了。这一法规的实施不仅是金融立法走出了最具关键意义的一步,也是对金融体制改革的进一步推动。在两年后的今天,这部法律给商业银行带来了什么?商业银行今后如何发展?这是一个极具现实意义的问题。中国需要《商业银行法》我国商业银行是吸收公众存款、发放贷款、办理结算等业务的企业法人。是国家金融体系的主体,其信用状况如何,直接关系到国家经济能否稳定运行和健康发展。尽管我国银行已有很长时间的运行历史,但一直缺少一部相应的法律来加以规范,仅靠一部《银行管理暂行条例》的“长期暂行”来维持这种”无法可依”的局面。
As of July 1 this year, the first “Commercial Bank Law” was promulgated and implemented for the second anniversary. The implementation of this regulation is not only one step out of the most crucial significance of financial legislation, but also a further impetus to the reform of the financial system. Two years later, what does this law bring to commercial banks and how can commercial banks develop in the future? This is a very real question. China needs “Commercial Bank Law” China’s commercial banks are corporate entities that absorb deposits from the public, issue loans, and settle accounts. Is the main body of the national financial system, and its credit status is directly related to whether the country’s economy can operate stably and develop healthily. Although our country’s banks have been operating for a long time, there is a lack of a corresponding law to regulate them. Only by the “long-term interim regulations” of the “Provisional Regulations on Bank Administration,” we can maintain such an “impossible situation” .
