页岩气作为非常规油气资源,在减少国家对外能源依赖、拉动经济增长等方面存在较大作用。同时,页岩气的开发业不可避免地存在一系列经济、环境问题。美国作为页岩气勘探、开发的先行者,其发展历程和相关立法得研究。本文拟以美国为例,就其发展状况和相关法律法规制定进行探究。
As unconventional oil and gas resources, shale gas plays an important role in reducing the country’s external energy dependence and stimulating economic growth. Meanwhile, the shale gas development industry inevitably has a series of economic and environmental problems. As the forerunner of shale gas exploration and development in the United States, its development history and relevant legislation are studied. This article intends to take the United States as an example to explore its development status and relevant laws and regulations.
