3月9日,全国人大代表、国际奥委会委员杨扬向媒体表示,体育教师严重缺编是阻碍学生“每天锻炼一小时”贯彻落实的重要因素之一。她呼吁解决体育教师缺编问题,提高体育老师待遇。作为体育人士,杨扬的提议再次将中小学体育教师缺编的问题提到了公众面前。教育部体卫艺司司长王登峰2012年12月1日在清华大学一个研讨会上说,义务教育阶段教师整体超编100多万,但体育教师缺编30多万,现在有的学校,1个语文老师编制可以配3个语文老师,而3个体育老师编制都不一定配得1个体育老师。
