东府办[2012]134号各镇人民政府(街道办事处),市府直属各单位:《东莞市援建喀什经济开发区兵团分区工作方案》业经市人民政府同意,现印发给你们,请认真贯彻执行。2012年8月30日东莞市援建喀什经济开发区兵团分区工作方案建设喀什经济开发区兵团分区(以下简称“兵团分区”)是国家实施向西开放战略,推动新疆跨越式发展和长治久安而作出的重大部署,对推动农三师乃至兵团产业集聚发展,构建现代产业体系,加快推进新型工业化和城镇化步伐具有重要意义。为深入贯彻省委、省政府关于全力支持兵团分区建设的有关要求,扎实推进我市援建兵团分区各项工作,结合我市和兵团农三师两地实际,制定本工作方案。一、总体思路和工作目标坚持以科学发展观为统领,认真贯彻落实党中央、国务院和省委、省政府有关对口支援新疆的各项决策部署,在扎实做好对口支援农三师总体规划确定的援建任务和镇街与团场结对交流工作的同时,紧紧围绕省委、省政府提出的“全力支持兵团分区建设,将之作为广东援疆工作新的重
