开展全民终身学习活动是知识经济时代的必然要求。终身学习逐渐为当代国际社会和教育界普遍认同和接受,并成为各国和各地区教育改革与发展的重要目标。在我国推动全民学习,必须建立能够提供多种多次学习机会和满足学习者多方面多层次学习需求的教育制度和学习体系。终身学习成为了各级党委政府的重大使命和全民的共同义务。建设全民学习、终身学习的学习型社会是贯彻落实党中央关于“建设人力资源强国”战略部署的客观需要。开展全民终身学习活动是落实国家战略的重点工作。全面构建全民终身学习体系,积极开发教育资源、科技资源和人才资源,努力促进我国经济转型升级。
Carrying out lifelong learning activities for all is an inevitable requirement of the era of knowledge economy. Lifelong learning has gradually become generally accepted and accepted by the contemporary international community and education circles and has become an important goal of education reform and development in all countries and regions. In order to promote universal learning in our country, we must establish an educational system and a learning system that can provide multiple opportunities for multiple learning and satisfy multiple levels of learning needs of learners. Lifelong learning has become a major mission of the party committees and governments at all levels and the common obligation of the entire people. Building a learning society for all people learning and lifelong learning is the objective need of the CPC Central Committee for implementing the strategic plan of “building a strong nation for human resources”. Carrying out lifelong learning for all is a key task in implementing the national strategy. We will construct a lifelong learning system for all people in an all-round manner and actively develop education resources, science and technology resources and human resources, and work hard to promote China’s economic restructuring and upgrading.
