提高机关工作效率、管理效益和社会效果,是机关效能建设的主要目的。时下,许多地方采用打卡签到、督察暗访、典型曝光等方式治理上班迟到早退、工作时间聊天炒股等影响机关效能的问题,收到了一定的效果。但是,有的人虽然不迟到不早退,上班不干私事,每天端坐在办公桌前,心却不在状态,衙门习气重,行政效率低,办事拖拉,使得机关效能难以满足加快发展的需要,也难以让基层群众满意。机关工作中,办事拖拉现象主要表现为:一是对下拖。领导的事赶紧办,同事的事看着办,群众的事拖着办。二是履责拖。
