在基层调研时,经常能听到这样一种说法:“现在交通工具发达了,干部与群众的距离却远了;通讯工具先进了,干部与群众的沟通却难了;干部的学历高了,做群众工作的水平却低了。”这种说法未必全面,却反映出一个问题:党群干群之间的联系遇到了障碍,一些领导干部因无法与群众有效沟通而导致脱离群众。沟通能力是领导干部的基本功,是领导素质的综合体现。
At the grassroots level, we often hear such an argument: “Now that transportation is well developed, the distance between cadres and the masses is far away. Communication tools are advanced. The communication between cadres and the masses is hard. The cadres’ education is high. The level of doing mass work is still low. ”This statement may not be comprehensive, but it reflects the problem that the linkages between the party and the masses have been hindered. Some leading cadres have become disengaged from the masses because they can not communicate effectively with the masses. Communication skills are the basic skills of leading cadres and a comprehensive manifestation of leadership quality.
